Why are these numbers different? Google+ Bug?

Have any of you noticed that the people that are following you and the people that have you in their circles are different? Is this a Google bug or is there something else to it? Are people not displaying that they are following people, on their own profiles, and then it transfers through to your public profile?

Any insight into this?
